Campbell River Situation Table
(Presented during the Committee of the Whole meeting on April 9, 2024.)
Council received a presentation from Stefanie Hendrickson, Project Coordinator, Campbell River Situation Table, requesting the City’s support advocating for ongoing funding from the Province or, if efforts to secure funding from the Province are unsuccessful, that the City providing funding. The presentation also provided an overview of 2023 Campbell River Situation Table data. Council directed staff to prepare a letter of support to be reviewed by the Mayor, to update Council on the funding status, and to look into options for ongoing funding of the Campbell River Situation Table.
Reid King and Sue Moen Regarding the Campbell River Farmers Market
Council received a presentation from Reid King and Sue Moen, Market Managers, Campbell River Farmers Market Society, about the economic impacts of the Campbell River Farmers Market. They outlined proposed new programming for the market: a Hatch and Hype initiative and expanded children’s programming. They requested that the City provide $5,000 to fund the proposed new programming and lease Spirit Square to the society for five years, for $39 per year. Results of an economic impact study were also received by Council. Council directed staff to report back on the request.
COMMUNITY SAFETY UPDATE
Remedial Action at 2150 Ebert Road
Council directed staff to require that the owner of the property at 2150 Ebert Road bring the property into compliance with Public Nuisance Bylaw No. 3543, 2014. City contractors are authorized to enter onto the property to perform the necessary work to achieve compliance if required.
Voluntary Surveillance Camera Registry
Council directed staff to move forward with a voluntary surveillance camera registry program in Campbell River, pending RCMP approval. The proposed program would look to provide a mechanism for residents and businesses to voluntarily register their video surveillance cameras and provide footage to the police as evidence in criminal investigations. Similar registries in other municipalities serve to make video evidence more accessible to police faster so that they can solve crimes and incidents under investigation.
ECONOMIC DEVELOPMENT UPDATES
Airport Operation, Maintenance and Management Amendment Bylaw

Council received a report regarding piston aircraft landing fees at the Campbell River Airport (YBL). The report recommended that Airport Operation, Maintenance and Management Amendment Bylaw No. 3953, 2024, which outlines proposed landing fees for piston-powered aircraft landing at YBL, be given first three readings. It also provided information and feedback regarding recent engagement opportunities with users of and interest groups related to YBL. Correspondence about the proposed changes that was received ahead of the meeting was also received and considered by Council. Council received the report for information.
FINANCIAL SERVICES UPDATE
Fourth-Quarter 2023 Financial Report
Council received the City’s Quarterly Financial Report for the fourth quarter of 2023. The Quarterly Financial Report measures the City’s financial performance against the Financial Plan and explains the significant differences in revenue and expenses to assist Council in its strategic decision making. Total revenues for the fourth quarter of 2023 are trending higher than budgeted due to increased interest revenues from investments, recreation program fees, building permits and businesses licenses. This was partly offset by decreased sales of jet fuel. Total expenses are trending lower than budgeted, largely due to a delay on operating projects, labour vacancies, and lower fuel purchasing costs associated with the lower fuel sales at the Campbell River Airport (YBL).
Council authorized additional funding for projects that have exceeded their budgets by more than $10,000. There are three operating projects and four capital projects that have exceeded the budget by $10,000 and the details of these are listed in the Report to Council. The Environmentally Sensitive Areas Policy project has been cancelled for now and will be completed when the City reviews and updates its Official Community Plan in 2024 and 2025.
DEVELOPMENT SERVICES UPDATE
Ticketing for Bylaw Offences Amendment Bylaw
Council gave first, second and third readings to Ticketing for Bylaw Offences Amendment Bylaw No. 3946, 2024. Council will consider adopting the bylaw at the Regular Council meeting on April 25, 2024. Ticketing for Bylaw Offences Amendment Bylaw proposes amendments to the bylaw schedules to align them with the offences, section numbers and penalties of recently adopted Building Bylaw No. 3899, 2023.
