The City of Campbell River acknowledges that we are on the territory of the Laich-Kwil-Tach people of the Wei Wai Kum and We Wai Kai First Nations.

DELEGATIONS
Campbell River Slo Pitch Society
Kristie Cross and Maria Addison from Campbell River Slo Pitch Society presented to Council regarding a shortage of sports fields. Campbell River Slo Pitch requested that the Sportsplex fields be designated a Slo Pitch facility. Council directed staff to meet with School District 72 regarding potential collaboration on the use of school fields by community user groups.

FINANCIAL UPDATES
2022-2031 Ten-Year Financial Plan Amendments
Council adopted the 2022-2031 Ten-Year Financial Plan Amendment Bylaw No. 3882, 2022, to include transfers and amendments authorized by Council throughout the year.

2022-2031 Financial Plan Budget Carry-Forwards
Council directed staff to continue with 2022 projects as identified in the 2022-2031 Financial Plan with the carry forward amounts identified in the November 22, 2022, report from the Finance Department.

2023 Community Grants
Council received and approved the 2023 Community Partnership’s report dated November 1, 2022, for inclusion in the 2023 Financial Plan. Details of the 2023 Community Grants are as follows:

DEVELOPMENT UPDATES
2079 and 2099 Merecroft Road
Council gave third reading to Zoning Amendment Bylaw No. 3830. This bylaw rezones 2079 and 2099 Merecroft Road from RE-1 Zone to R-1A and RM-2 Zones, to accommodate a future residential subdivision with single-family homes with suites and low to medium-density multi-family housing.

790 Birch Street
Council adopted Zoning Amendment Bylaw No. 3858. This bylaw rezones 790 Birch Street from Residential One (R-1) to Residential One A (R-1A) to permit a secondary suite.

480 4th Avenue
Council adopted Zoning Amendment Bylaw No. 3879, 2022. This bylaw permits a secondary residence at 480 4th Avenue.

2702 Island Highway South 
Council reconsidered Council resolution number 22-0430 regarding Major Development Permit Application P2100078 for 2702 Island Highway South. This application was deferred to the January 12, 2023, Council meeting.

COMMUNITY UPDATES
Food truck and mobile food vendor regulations
Council directed staff to bring forward amendments to the Parks Control Bylaw No. 2498, Zoning Amendment Bylaw No. 3250 and Business Licence Bylaw No. 3296 to establish criteria to regulate food trucks and mobile vendors along the Rotary Seawalk and at Spirit Square in Campbell River, as recommended November 25, 2022 report, from the Economic Development department.

2023 Community Resiliency Investment Grant Application
As part of the City’s work to reduce wildfire risk in the community, Council authorized the submission of the 2023 Community Resiliency Investment Program grant application to the Union of BC Municipalities as recommended in the Fire Department’s November 27, 2022 report.

Costs Associated with Overdose Prevention and Safe Injection Sites
Council directed staff to undertake a financial analysis of the direct and indirect costs borne by the City related to overdose prevention and safe injection sites and any other social services related to people experiencing addiction and/or mental health issues; including but not limited to police, fire services and public works costs. Council also directed staff to work with the Downtown Campbell River BIA and School District 72 to gather information on similar costs that they incur. Council received correspondence from Island Health related to overdose prevention service financial analysis.

Extreme Weather Plan
Council approved the draft Extreme Weather Plan as detailed in the Fire Department's November 10, 2022 report.
