Project Details at a Glance

This stage of the downtown upgrades is the result of an opportunity presented by proposed construction of a mixed residential-commercial building on a currently-undeveloped lot on the street (325 Beech Street).

The Refresh Downtown Strategy was completed in 2017 to prepare advanced plans for upgrades through the downtown core, which could be easily implemented when opportunities arose in the area. The Beech Street Renewal upgrades are an example of such an opportunity this strategy was prepared for, which can be achieved because of the preparatory work done.

Based on the feedback from the community and input from technical advisors, the Refresh Downtown strategy identifies priorities for the area and establishes an aesthetic standard.

Work will include:

  • Infrastructure updates: new water, sewer and storm mains and services
  • New roadways: new roadway constructed to meet Urban Local Commercial Standards
  • Pedestrian-friendly upgrades: lighting, crosswalks, boulevards
  • Aesthetics: new surface finishes matching the adjacent Downtown Revitalization Project (including new lighting, tree planting and landscaping

Parking Changes

The Beech Street Renewal Project and development of 325 Beech Street will displace 70 less public parking spots.

The City monitors parking capacity regularly and has continued to review usage rates in the area. Currently on average parking is used at 63% capacity in the downtown area – of 1,441 spots in the downtown area there are approximately 500 spots regularly available within a short walk.

Timeline and Funding

Upgrades are expected to be completed by fall 2023.

The project is currently estimated to cost $4.2 million, funding for which will be allocated within existing budget and will not result in increased taxes for the community. This cost will be further refined/confirmed as the work approaches, reflecting rapidly changing costs of construction worldwide.
